[성명서] 베를린 미테구 위안부상 설치와 관련하여 독일 연방정부에 권고합니다!

 

최근 베를린시 미테구 의회의 결의로 이른바 평화의 소녀상으로 불리는 위안부 동상이 허용되는 방향으로 진행되고 있는 데에는 몇 가지 역사적 사실에 대한 무지와 오판이 자리하고 있어 이를 독일 정부에게 전해 바로잡고자 합니다.

 

첫째, 미테구 의회는 위안부 동상의 설치 이유로 고노담화를 근거로 제시하였습니다. 1993고노담화가 발표된 배경에는 요시다 세이지라는 일본인이 있습니다. 그는 야마구치현 노무보국회 시모노세키 지부에서 동원부장으로 일했는데, 1983나의 전쟁범죄라는 책을 통해 자신이 군부대를 이끌고 제주도의 마을 등에서 200여명의 여성을 강제로 징병하여 위안부로 삼았다고 진술했습니다. 그러나 1993년 한국정신대연구소 연구원의 조사와 이를 보도한 아사히신문의 2014년 취재, 그리고 요시다의 장남에 의해 거짓임이 밝혀졌고 아사히신문은 관련된 기사를 모두 철회한 바 있습니다.

 

둘째, 일본 외무성은 최근 위안부 문제에 대한 일본의 대응이라는 제하의 입장을 발표했습니다. 여기에는 일본 정부가 발견한 자료 중에는 군이나 관헌에 의한 이른바 강제연행을 직접 가리키는 기술(記述)은 찾아보지 못한 점 (한일 합의에서 확인한) ‘성노예'라는 표현은 사실에 반하므로 사용하지 말아야 한다는 점 위안부 ‘20만 명이라는 숫자는 구체적으로 뒷받침되지 않은 숫자라는 점을 밝히고 있어, ‘고노담화에서 거론한 강제성부분을 사실상 철회한 것으로 보입니다.

입장에는 그 외에도 구 일본군 위안부들에 대한 아시아여성기금과 화해·치유재단을 통한 그간의 보상 및 구제사업과 하시모토 류타로 등 당시 4인의 내각총리대신이 개별적으로 보낸 사죄와 반성 등이 포함되어 있습니다.

 

셋째, 한국의 구 일본군 위안부 지원단체들 또한 그간 고노담화를 기반으로 위안부들의 증언에 의존하여 대량의 위안부상 설치 등의 활동을 전개해왔습니다. 그리고 최근 대표적인 두 단체와 그 중 한 곳의 대표였던 현직 국회의원이 거액의 기부금·후원금과 관련한 불법행위로 검경의 조사를 받고 있습니다.

 

넷째, 한국여성사학회의 여성과역사 제29에 실린 논문 나치 국가의 매춘소와 강제 성매매-그 실제와 전후 시대의 기억에 의하면, “2차 세계대전 시기 독일군이 운영한 군 매춘소와 친위대가 운영한 강제노동수용소 매춘소를 통해 나치가 조직적인 강제성매매를 주도했으나 반세기 이상 침묵되었고 그 기억은 억압되었다며 그 원인으로 나치가 엄격한 성 정책을 실시함으로써 건강한성풍속과 성도덕을 강조한 점 사회부적응자라는 사회적 편견으로 피해 여성들이 완강하게 침묵한 점 등을 들고 있습니다.

 

 

중일·태평양전쟁 시기 일제와 식민지 한반도에서의 매춘정책은 오늘날 독일의 합법적 성거래 정책과 닮은 상업적 공창제였습니다. 따라서 홀로코스트와 관련이 있는 나치의 강제 매춘소와 달리, 일본군 위안부란 일제(일본군) 당국의 영업허가를 받아야만 성노동이 가능한 합법 제도이므로 나치의 강제 매춘 개념과 혼용하면 크게 잘못된 것입니다.

 

이와 별개로 빈곤에 기인하여 위안부 진입 과정에서 발생한 사건사고는 일제 당시 신문보도에서 종종 찾아볼 수 있습니다. 이는 오늘날 성거래 금지주의나 합법주의나 비범죄주의 입장을 막론하고 각국에서 여전히 발생하고 있는 취업사기’ ‘인신매매와 같은 사건사고에 대해서는 일제의 전시 상황을 제외하면 인류사적으로도 맥락에서 다를 바 없습니다.

 

세계민들은 지금 독일이 베를린 미테구에 구 일본군 위안부 동상을 허용함으로써 나치의 강제 매춘소를 은폐하려는 게 아닌가 하는 의구심을 품고 있습니다. 독일 연방정부의 현명한 판단을 바랍니다.

[Statement]  We give a recommendation to the German Federal Government regarding the installation of the comfort woman statue in Berlin's Mitte district!

 

Recently, a resolution of the Mitte-gu Congress in Berlin, the so-called'Peace Girl Statue' is being admitted in a way that allows ignorance and misjudgment of historical facts. Therefore, we would like to convey this information to the German government in order to correct it.

 

First, the Mitegu council gave the reason for the installation of the statue of comfort women, because of the former Prime Minister's ,"Go-no-Statement" in 1993. There was a Japanese person named Seiji Yoshida behind the publication of this 1993 “Go-no-Statement”. He worked as the head of mobilization for the Shimonoseki branch of the Yamaguchi Labor Council In 1983. In his book <My War Crimes>, he stated that he led the military unit that forcibly recruited more than 200 women from villages in Jeju Island as comfort women. However, in an investigation by a researcher at the Korea Institute of Jungshindae, in 1993, in the Asahi Newspaper, as reported in 2014, that the reports of Yoshida's eldest son, were found to be false. Due to this, the Asahi Newspaper withdrew all related articles.

 

Second, in the data found by the Japanese government, there was not found a description of so-called forced arrest by the military or governmental constitution. The expression 'sex slave' (confirmed by the Korea-Japan agreement) is contrary to the facts and therefore should not be used. The number of '200,000 comfort women' is revealed to be a number that is not specifically supported, there is no verifiable proof, so it seems that the'compulsiveness' section from Go-no Statement has been virtually withdrawn.

Other positions include the Asian Women's Fund, the Reconciliation and Healing Foundation for the former Japanese military comfort women, compensation and relief projects, and apology and reflection, which was individually sent by the then-four Prime Ministers, such as Ryutaro Hashimoto.

 

Third, the Korean activist groups, which are very vocal about, and give much support to the Korean comfort women, who served the Japanese military, have also carried out activities. These activities include installing a large number of comfort woman statues, using the testimony of comfort women, which are based on the “ Go-no Statement. Also, two representative organizations and an incumbent lawmaker, who was the representative of one of these organizations, are being investigated by the prosecutor's office for illegal activities related to large amounts of donations and support funds.

 

Fourth, according to the thesis 'Nazi brothels and forced prostitution-the reality and memories of postwar periods,' published in ' Women and History No.29,' by the Korean Society for Women's History, which states, "Through the brothels and forced labor camps run by the SS, the Nazis led systematic forced prostitution, but they were silenced for more than half a century and their memories were suppressed.” The emphasis is on the customs and sexual morality of the past. The victims are stubbornly silent due to the fear of social prejudice and becoming social misfits'.

 

During the Sino-Japanese-Pacific War, the prostitution policy on the Japanese and colonial Korean peninsula was a commercial “ Prostitution Law" similar to the legal sex trade policy in Germany today. Therefore, unlike Nazi's'forced brothels,' which were related to the Holocaust, Japanese military comfort women were a legal system that allowed 'sex work' only after obtaining a business license from the Japanese (Japanese military) authorities.

 

Separately, incidences of women who were in the process of becoming comfort women due to “poverty," can often be found in newspaper reports during the Japanese colonial period. This is because incidences such as employment fraud and human trafficking are still occurring globally, regardless of the legality decriminalization of the sex trade. The sex trade is a constant throughout human history, except during the wartime situation of the Japanese colonial rule. It's no different.

 

People around the world are now wondering whether Germany is trying to conceal the Nazi “forced brothel” by allowing a statue of the former Japanese military comfort woman in Berlin's Mitte-gu. We wish the German federal government to use wisdom in its judgment.
